Académico del Departamento de Relaciones Internacionales en la Universidad Iberoamericana. Antes de trabajar en el Ibero, enseñó en la Universidad Mount Allison, la Universidad de Victoria y la Universidad de Toronto.
Su temática de investigación gira en torno a las relaciones internacionales de América Latina, particularmente la gobernanza regional, el multilateralismo, la promoción internacional de la democracia y el Sistema Interamericano. Ha sido observador electoral para el Centro Carter, la OEA y organizaciones de la sociedad civil en siete países latinoamericanos, así como consultor para la Comisión de la Verdad y la Reconciliación de Honduras.
